Assumed Artisan for the Tri Bolt Wand:

INT 10~100
Luck 4~20 (could be 1~70 or 1~20 but in 7 Wands none ever went below 4 or above 16)
MP 10~50

The MP and INT one are pretty much confirmed as only those can apply.

Gonna attempt the Druid Staff now

It's very Vague due to not having any more money or patience to mess around for the (useless) Luck Artisan value so:

Celtic Druid Staff:

INT: 50~150
MP: 40~80
Luck: 40~67 (Value based on lowest and Highest achieved in 7 Attempts)

Luck is either
10~70
15~70
15~75
20~70
1~70
5~80
10~70
or 25~75

The lowest i got was 40 the Highest was 67
