Ninja is an exception to that but it never made it to KR so that's a special case.
Firstly, I've been hunting this meteor strike reforge for a while because I am genuinely interested in seeing if it exists. It'd be the last reforge devcat KR actually made if I can find it. I'll have to bother a lead of mine who's gone through attempting to roll double threat on a hermit of his since onna my old guild leaders never found the staff she saw the reforge on. And the KR folk who made the item simulator haven't seen it either, 325 reforges in and not a lick of it. [S]Though 600 reforges in on a r1 acc and apparently vivace magic cast speed doesn't exist, even though I know it does in KR and NA.[/S]
And its good that they're making SOME effort towards making the game less reforge based. Hopefully this will signal a reforge update at the end of renovation. ONE CAN DREAM
Third Ninja's reforges were half-assed and rushed. They're so generic and sheer imbalanced towards utility rather than damage its retarded. I could make ISing the back wall of the reserve a joke with a level 15+ Shadow cloak duration reforge and r1 emergency escape, being able to keep aggro off me forever.

Aside from reforges being one of the biggest symbols of devcat's sheer incompetency or nexon's latent rushing of devcat for shitty content, whichever you feel like placing the blame on these days because its either one and the same or alluding to the other, using info from a few sources on sheer capped, each skillset when finalized has its own uses. Archery being useful outside a 45 second time-frame unlike Gunner in single target, though elemental difference, Gunner being able to stand on par with elemental'd skillsets without needing more than capped stats, maxed out dowras/taunes(your pick), and 3 reforges for total domination(Hat/shoes/guns for WotG Duration/Shooting rush damage/Dual gun Max), as opposed to archery's 4 and requirement for double reforges(Elven standpoint, I don't even want to talk about HUMAN ARCHER), those being (Hat/suit/gloves/bow, Crash Shot Range+Final Shot CD/Crash Shot Fragments+FS Duration/Mag Damage+Crash Frag Damage/Elemental+Range). Finally for your single target god-hood you have firebolt, which can be done [s]efficiently[/s] lazily(You overture, that's it, and Pick firebolt max if slow cast speed if you hate durability.) or light-speed/parties using overture are too slow mode(Cast speed required, Vivace required to be maxed[2 accs and shoes reforge, requires barding too so gloomy sunday as well]. Either set its better to do max damage because MATK enchants SUCK, and you can use an off skillset(gunner, puppets, or ninja can be done, ninja is good for the sheer utility).
P.S. Don't even get me started on the latest mistake, FH going from forgotten to being able to be the most imbalanced thing to use in a single reforge is THE most stupid thing codefeline has EVER thought up of. That +400% damage is completely uncalled for and If it doesn't get a nerf like it should later in the renovation there is something seriously wrong.[/spoiler]
But disregarding that, they still need to address reforges somehow. The game seriously needs to be rebalanced, because you can pick archery/gunner/magic and reforge and have some of the BEST single target in the game, and if you need AoE, pick up your
super party friendly skillset with only one, maybe two reforges to need: Puppetry.
