Also solely what is the best base stats for a hermit's staff? Though I have nearly the max role on the artisan on my current hermit's staff I plan to make a new one that's better.

Max base MATK roll: 8
Upgrades with Artisans: 15 (0~4) + 25 (Max Artisans) + 3 (Gem)
Max roll Island/Used ES: 4+19
Blue Upgrade: 84

Factoring in reforges, while being some kind of deity that can cure cancer and get 3 lines of matk lv20, then 398.
Though, I would discourage making a staff right now, since magic renovation is just around the corner. There are a few staves that are better than the hermit, and more enchants to come as well.
Pretty sure magic attack doesn't fall under the category of reforges that can show up with more than one line on one item

I might be wrong since its a direct stat booster, but just in case you are wondering, generally the only reason reforges can show up more than once on one item is because there are actually two different reforges that happen to do the exact same thing. For instance, dual gun max damage. There is a dual gun max damage reforge that goes up to level 20, and a dual gun max reforge that goes up to level 12. This permits a maximum of level 32.
The following reforges (and maybe more that I'm simply not aware of) operate in the same manner:
Assumed all dual gun reforges
have actually seen: shooting rush, flash launcher, dual gun max
Assumed all ninja reforges
have actually seen: shuriken mastery max damage, shadow bind
The thing about these reforges though is that they don't stack when they show up on the same item. Except for the ones that directly increase stats, such as dual gun max.
INT can cap without artisan or enchants, so you're not necessarily getting any magic attack from artisan,etc.
I wouldn't make another Hermit, I'd wait for Celtic Druid Staff
