Alright so I'm a first time PC Builder, and so after some research I came up with a build for around $630 or so.

I have a few questions:
1. Is this a good build for the price? What other parts can I use to get better performance?
2. I was debating between Pentium G3258 & Athlon 860k for CPUs, and Radeon R9 280 & NVIDIA GTX 960 for GPUs in any combination. Which ones would be better for solely gaming?
3. Are my RAM and Motherboard okay, or are they a bit too cheap?

In addition to this, I would get a SSD as a primary drive. HDD for secondary. I personally found a considerable difference in performance speed (boot time ~15-20 second on SSD constant for 2 years, HDD boot speed increasing as time goes on ~1-2 minutes)
Its about ~$90. I typically put frequently used software on the SSD and everything else on the HDD.
May want a second opinion on this.

You can just as well have an ounce of moral fibre and buy a slightly less awesome graphics card, processor and don't splurge on the RAM and you got all the money you need for an OS. Just try to respect the work of others. Microsoft is not robbing you with obscene prices or throwing customer-unfriendly, half-finished products at you for quick cash. They don't deserve to have their products pirated from any reasonable angle.

Uh.. Yes they are. To all of the above. Their individual workers might deserve to be paid, but the company overall is everything you just said they aren't.
Just they also have really good lawyers, and have done a lot lately to enforce their copyrights. Pirating it can very easily land you behind bars.
If you don't like the Windows Tax, install Linux instead. These days Linux and Mac are such close relatives that a lot of things meant to run on a Mac will behave on Linux too.
I'm really not a fan of AMD CPUs, but they are trying to reestablish themselves in the performance market and can be quite a bit cheaper than Intel for a similar clock rate.
Also, I really wish you wouldn't buy Windows 8.1. At least buy Windows 7 so you have something that doesn't require a ton of housebreaking to be usable. While it is true that Windows 8 can be tamed and indeed I am using it right now (not by choice mind you) I find that it takes a lot more effort to get into a sane configuration and the new UI will drive you nuts until you get used to it.

Windows is a very complex and sophisticated piece of software that gives functionality to your otherwise useless computer, for only $100. It's a bargain compared to what other software costs, possible only thanks to economies of scale. Calling the cost of Windows a "tax" is pretty silly. As you've said, if you'd rather not pay it, you're free to use Linux. In fact, I wish more people would. Unfortunately, Linux is not up to par with Windows--so much so that most people won't even use it for free. Harsh, but true. And this is coming from a computer geek (who admittedly prefers FreeBSD on his servers, but whatever. :P)
I will agree that you should choose Windows 7 simply for the sake of better Mabinogi compatibility. If you don't care about Mabi, though, then do get 8.1. IIRC you can upgrade from 7 to 10 for free, too.

You can't officially purchase a windows 7 license anymore, only exception is the pro version and only if you're a large scale PC manufacturer (OEM).
You can probably find some old stock, especially on online retailers, but once it's gone it's gone. Will have to resort to pirating it.

UPDATE: I was able to recover my copy of Windows 8.1 from when I upgraded my old laptop from Windows 7. So now I guess I don't have to pay for OS.
On to hardware: Should I wait for Radeon R9 380 or just buy the 280 now?

If you're going to keep the same budget, you probably wont be able to afford the R9 380.
Plus there's no concrete release date, latest it'll come out is June assuming there's no delays.
Only positive thing with the new AMD 3XX their 2XX and the Nvidia cards will most likely become cheaper.
