Shuriken Charge not working..? Help?

  So, I've just started trying ninja, and I've been doing the Shuriken Training.... but.. I have a slight problem... Shuriken Charge doesn't work.
  
  I've tried everything to get it to work but... I don't know how to 'target'..? I hold Ctrl, but it says no target is selected. and It says to hold Tab, but that doesn't do anything/help + says the same thing as with Ctrl? I've tried changing the hot-keys, and I'm not sure is the buttons for the Skills work properly.. It's so frustrating. Does anyone know how to do this? Q~Q;
