  Doesn't have to have a role, Robin pretty much does fk all on the ship :P.
  
  Honestly I think if there is going to be another member he/she won't be from any existing characters because people we mentioned have their own crew, two of them are even shichibukai. If we look at Luffy's crew, none of the members were captain of a pirate crew before joining, so my bet on next member will either be the crew of another pirate group or has an occupation that's not pirate. I was hoping Sabo but it doesn't look like it's going to be the case.
  
  My bet is on someone completely new, someone we haven't met before.

  Also Brook was the former captain of the Rumbar Pirates before, you know, the horrible death thing. So technically Luffy has two former captains, and Franky was a gang leader so that's I guess kind of like being a captain. On land. Landcaptain.
  
  Also, this is old, but I was rewatching the entire series from the beginning, and I have to say I think the Fishman Island Arc is my least favorite arc in the entire series. It just seems to take forever to get going, not to mention the fact that Sanji spends the entire arc as an overused running gag. Like, half way through the arc I just said "You know what, I don't even care any more. If you're going to die of something this stupid just get it over with."
  
  Edit: I take that back. The Davy Back Fight is by far my least favorite arc. I hate those characters so much. Like every single member of Foxy's crew I want to see destroyed down to the atomic level. They are so amazingly annoying.

  The Davy Back Fight was more tolerable in the manga where they didn't insert extra filler contests that literally amounted to nothing (because filler, by nature, needs to return to the previous status when the next canon part comes, so rarely does filler actually accomplish/change anything).
  
  But even in manga form, Fishman Island did take way too long to actually get going seriously, I feel. Also we still have some unanswered stuff like what the situations for the "destruction" of the island will be or if it will be a thing (opposed to having been a romanticization of the change in values caused by the arc), but I guess unanswered stuff like that is normal to be picked up on later.
  
  I thought the sky arc dragged on too long myself too, but it didn't seem as slow to get going I guess.
