Long term answer: No
Short term answer: Do you get hit enough times by the mobs and have less than 200 MA? Then yes, but it still won't last you long.

I wonder if I should roll my lv14 MS reforge / lv9 Blaze damage reforge or just keep em for being a 60/50%? I have about 460 M-atk with gear...

Do you want more blaze damage?
If so, reroll. Otherwise, wait till you get 500+ MA.

level 14 mana shield reforge = 2.8 efficiency
460 Magatk = 3.64 (assuming you have mana shield's skill capped)
Unless I missed something, I think you've actually been taking more damage by wearing those gloves.

Whoever came up with the calculation for this info that states- characters with high magic attack don't benefit from it at all.....has no clue what they're talking about. If you're in Mari server, feel free to add me and I'll prove it to you. With OVER 350 magic attack, my damage received is cut in half with lvl 17 mana shield gloves, or you can just ask Steve626 about it after his guild members told him the same lies, and I showed him that they are very useful.

Have you read the whole thing at all?
The cutoff is somewhere at 480, 350 MA isn't even high. Not only is it not high, it's still in the realm where mana shield gloves are more useful. We're talking end-game high MA, not mid game.
If your gear is built towards magic and you have over 500 MA, the gloves won't help you. If you're running around with less than 480 MA, then yes, the gloves will help you, but there are simply better rewarding reforges out there for gloves anyway.
So yes, these people have clue about what they're talking about. If you're gonna call out people, bring more useful information and more specifics.

I see, so you mean in a few years down the road then?. Because at level 1/1 I have 1045 int, according to wiki - Current Human: 1,056 Intelligence + 125(1,181) (Talents) + 25(1,206) (Grandmaster Mage) Also, YOU specifically said Short term answer: Do you get hit enough times by the mobs and have less than 200 MA? Then yes, but it still won't last you long. Make up your mind. and 5000 MA? LOL You're talking about max MA acc x2, lvl 20 MA step 6 weapon, along with everything else out there.

Equipped with a magic weapon midgame+ mages have 500+ MA and late game ones would have 600~650+
Not everyone works at the same pace, and "years down the road" might be a couple of months for someone else.
Also, that number of 480 is to overtake the reforge, even if you only have like 350~400 at least like 10~15 levels of that reforge are still pretty much being wasted so why bother?
As for non-mage people, there's damage reforge in gloves for them so they would be using those instead of MS reduction.
Also, magic attack is so effective that even ranking the mana shield skill past F has no effect if you have midgame magic attack.
That said, mana shield gloves have a place where they're actually worth equipping: guild battle.

Idk about mari but in Alexina there are plenty of people with this setup so it's not far fetched.

Reason why I said 200 MA? The person with less than 200 MA is probably less magic oriented, in which case the gloves would be of benefit.
Why would you not consider S6 MA reforged items? Also, Meteor Strike Master and ALO Asuna title.
With the above said, it's really not hard to reach 500 MA. With that being said, 350 MA shouldn't really be in this discussion because it's not really the "end-game" with all things considered.

How much of that MA comes from where?
'Cause some players are willing to do certain things and others aren't.

Ignoring reforges since it's pretty much the only thing you can't blame someone for not being willing to use:
S6 Mana Needle Island (gacha) hermit staff: 111 MA and being realistic/practical, 50~90 INT from artisan. There is 0 argument for not going s6 on magic weapons, because even the crappiest roll s6 weapons are better than whatever godly craft precious s5 item you think you shouldn't risk blowing up. There are better options than this too, such as wand + reforged eagle shield or infinity staff but that might fall under things people might not be willing to do.
1010+ INT - 200+ MA. This is perfectly fair and doable for a magic oriented character within a reasonable amount of time. Late game characters can have 1400+ without active magic talent or 1500 with active talent, but let's ignore that.
Meteor Strike Master ALO Asuna title - 90 MA. It's fair to expect this even if it takes dedication... or Magic Weapon Master Tarlach - 57 MA. ANYONE can have this.
You add all those up and you have ~380 MA (that just about anyone can have) to ~420 MA (with a little more dedication.
Then you know, when you add things like reforges, enchants!, better weapons, equipment with MA and late game stats you're looking at 600+ MA or even 650+ if you go full autism mode.
