No. Sakurai, the game director said he had no plans for paid DLC. With the exception of Mewtwo, which was just supposed to be a nice surprise, he didn't want to go that route of monetizing a game that was already finished. Makes sense. He's been trying to walk away from Smash for awhile now. If you want to look at who is pulling the trigger on this as well as other questionable choices ([S]Skylanders[/S] Amiibos, microtransaction games on the 3DS, the whole fiasco with Nintendo demanding a 40% cut from anyone who streams their games, the plans for the next Nintendo console to be very mobile-friendly) look to Iwata. Always, always look to Iwata.
I'm somewhat glad that Smash will be getting more DLC characters. This could possibly be the last official Smash game ever made, and if so, the ability to expand the roster if Sakurai does in fact walk away could be a great boon especially if this is handled by people interested in character balance. Even if the characters have to be paid for. There are way too many notable gaming characters in the Nintendo pantheon I want to play as.
