You can perhaps mod to make it purchaseable in NA (you can definitely mod it to show up, but it may or may not actually be buyable), but then you run the risk of getting banned.

It's highly unlikely they would, The Hair was made as a Collab-Work under a license agreement of Nexon and the Licence holders of FMA. If NA were to release that Hair without getting consent from the FMA License Holders it would cause them a lot of trouble.
