Pretty sure it's all pons for rebirthing, though you can still make a Merlin character with it (arguably better as you get Merlin Knuckles and a Merlin emblem that helps with training).

Hero cards were never usable for rebirthing. The point of a hero card is it creates a new pre-leveled character.
