How useful is it? I mean, from my view, 400% recovery from base recovery is pretty low but I keep seeing people using/looking for it.

Not very useful. Spend the same money on potions and your return will be far greater.

The good mana recovery reforge is the one for meditation. It gives a nice boost.
Probably not worth it with renovation on the way though.
