Can you confirm which skills are R1? It is possible you missed one out? Maybe support shot by any chance?

If im not mistaken multiple people are having this issue because u need to get r1 urgent shot to get sniper title even though its not released yet. This means its impossible to get sniper title at the moment because u need a r1 skill that doesnt exist in NA yet. I could be wrong but thats wat i gleamed from another thread about this.
