Question about Bard reforges

Other than the Playing Instrument Effect, how would these other reforges affect bard skills? Do they affect music buffs?

Yes.

At present you can obtain a maximum of 100 Music Buff Effect towards Battlefield Overture.

(MBE/100+1)Skill Effect

So, if you had 60 Music Buff Effect via Playing Instrument/Singing/etc, that reforge would push you from 32% to 35% BFO.

Inspiring Performance Rate gives a +1% chance of landing an inspiring performance. I don't know what the base chance for higher performances happens to be so the practical usefulness is unknown.

The only instrument reforge, aside from MBE, that people chase after is normal/excellent/inspiring performance effect.

Normal: x1
Excellent: x1.1
Inspiring: x1.3

Those reforges add up to +10% (16%) directly to the performance bonus.

My instrument has MBE 20, Normal 7 and one of my accessories has Normal 2. My normals are very close to my excellents.

That reforge will increase the chance of successfully playing music.

It would be useful for ranking playing instrument and music jams. That's it.
