so, I have a R6 ele 5 hlb and a bdk bow with insignificant reforges. with 580-600 Dex, when does which bow out damage the other?
note that I do ma and dailies on elite frequently and sometimes lord (give more places)

The R6 Ele 5 HLB will definitely outclass the BDK. Maybe not by a long shot, but significantly. Even if the BDK has a very high max att, the HLB has an extra 62%+ to crit damage (I think multiplicative?). Plus, the ele 5 is 44.4% more damage multiplicative so that only further increases your damage against enemies you face in shadow missions, dungeons, and MA.

the problem and the reason for me asking is that I don't believe I dont have enough Dex for hlb to out damage bdk without ele. of course hlb outclasses bdk at a certain point. I also can't remember where ele works and doesn't work.

Elemental reforges are useless in:
-White dragon raid
-Black dragon raid
-Girgashiy raid
-Peaca Abyss
-Coil Abyss
-Lord Missions
-Sagas
and pretty much all permanent content that will get released in the future.
So basically for endgame, ele is useless but for 2006 content and raccoons you are good to go with ele.

Average damage HLB = [max damage with HLB equipped]*[3.12*30%]*[skill multiplier]*[1.444]
Average damage BDK = [max damage of BDK's bow equipped]*[2.5*30%]*[skill multiplier]
Just plug in character screen damage with each bow equipped and then use something like 500% (which is just *5) for magnum shot for skill multiplier. Whatever is higher is better for general play. Like what Oberynn said, ele is pretty much useless in future content. Consider using effective range if you chose to reforge another bow.

ER is great if you get it with elemental, and it's pretty good as a stand alone reforge so you can consider it over an elemental reforge. However, if you do regular dungeons, MA, or daily shadow missions, a lot more than the things Oberynn listed, then the elemental's still going to be nice. So, I would stay stick to elemental.

It's not like every monster in recent updates has been immune to elemental reforges. Distribution is usually split evenly, with the big bad always being among those that are immune. Elemental reforges aren't useless but they're no longer the end-all of reforges. KR/JP players still run elemental reforges on their bows (actually, they have both).
The unfortunate reality is that archery has become an awful talent, relatively speaking. Pulling elemental damage from bows only makes the gap between 400~500% damage AOEs and a 250% AOE that much larger.

Careful, speculation like this can be very misleading. It's hard to say what the future will hold considering how quickly the game flip flops around with what content is released. I would say unless you are spamming the newest content, elemental reforges are still good.
For example, if you are running shadow missions or dungeons, then elemental is for you. Lords, half the mobs are elemental immune and half aren't so it's a toss up IMO. I typically used elemental weapons until the boss and switched; it may vary a little more depending on the specific mission.
Since you said: MA, Dailies, and Lords. Overall:
Elemental.

yea, idk if i should invest in archery anymore. i knew a friend that completely went the opposite way and reset to mage.
I'll feel at least a little better if i dont miss a point blank magnum. Im praying the renovation will
at least make aiming just a little better.

Granted, I'm on a side that does higher damage and don't miss a lot, but even if you don't plan to use it as your main skillset, the stats from ranging itself is good enough to justify.
Also, people are pretty biased when it comes to range discussion.
