I am wondering what are some reasonably attainble max damage enchant (I do not wish to spend for those obscure or things like backbreaking) with the following restriction:
Heavy Armor
Fleet Feet
Other than that, rest is go to. I got oblivion avenger accessories, so that's covered.

Sight (if you want the balance for lance and Taunes), Conceptual for armor prefix, Avenger or Pitch Black for suffix.
Solo Hawk/Camo for fleet feet. These enchants are not obscure ones either and not like there are many better options out there.

Any for the hands?

There's an always easy option of Expansive, but Steel Needle isn't hard to hunt either.
For suffix, swarming or peaceful would be the way to go.

Steel needle is much harder to get than any backbreaking unless you just have them leftover from 2 yr old+ gacha or an old player who obtained them from gacha decided to suddenly sell their stuff.
Solo/expansive work for gloves and are common.
Just hit desert dragon once for 100 contrib and you have a stupidly high chance of obtaining Solo from one raid or two if all dragons spawn. Or you could buy it from all the people who take advantage of that trick and sell it for 3m+ unlock.

Considering that Peaca Int isn't much of a hard content (at least with a group), I don't see how Steel Needle is a "hard" enchant to get.

Why would having only 100 Contribution give you a higher chance at it?

For reference, during "title glitch" nexon screwup there were countless parties and people who ran peaca int non-stop 24/7 for a week doing 10 minute clears and the vast majority not get a single steel needle to drop. Only about a handful per server spamming peaca int got it. You can bet 99.9% of steel needles that exist came either during that "event" or from gacha, and the remaining 0.1% from incredibly lucky bunnies.
It's not really about content difficulty but RNG, since spamming 10 minute peaca INTs with 35k max damage bare handed over a week and still getting nothing makes difficulty a non-argument. You could be the lucky guy who gets it first try, but do you really want to run 200+ peaca ints if you're not?

It just does. You can spend a month or more attending every raid and getting 4500 contrib without seeing a solo, or you can just get 100 contrib for a day and get it almost without fail. Unless someone interested can get enough samples or data mine contribution science, the best explanation I can give you is that "certain rewards are far more likely at certain contribution ranges".

I've actually gotten the enchant from the runs, without the glitch, we ran with a full party, probably 15-20 minutes run.
Comparing to Abyss/Lord enchants, I'd say this is arguably easier to get.

Getting lucky once doesn't mean you'll always get lucky.
Entire servers abusing godmode and showing extremely low drop rate is a better guideline than isolated instances of people getting it one time within a few runs. You would want someone to know what the drop rate in general is like instead of just your own experience before they commit themselves and 7 other people to countless hours of RNG.
Even disregarding those events as an indication of drop rate, when peaca int and steel needle were hot topics other servers observed and reported drop rates of 1~3% and unlike abyss/lord where the dice rolls per chest (citation needed?), peaca rolls per dungeon instance as it's a primary reward.
And people actually have incentives to run abyss/lords, so even if the drop rate is equally bad they have that going for them.

Does the exact contribution matter? Such as, less than 100 or between 100-200?

I used to go for ~100 cause why not, but other people just give it a little barehanded whack and roll with whatever that gave them.

I see. I had 112 contribution and found Solo. Must do more research on this.
