What is the best way to get exploration levels?

Fastest way is most likely killing an Iria Field Boss, but those don't appear often enough, so you can try how I do it:
First, you go to Cor and explore outside of the town until level five. By explore, I really mean just finding and collecting the artifacts, not turning them in. Do the cap quest for your race, then go back to Voight and turn in those artifacts you were hoarding. As long as he doesn't destroy them all, you should pretty much get to level 10 Exploration, and still have a few artifacts left over. After level 10, it gets a little tougher, so I usually then move to Patnay, since there are more 2x2 boxes there, which gives you two things that you can turn in for Exploration exp; the box and the item that was in it.
Others are good at the fossil mini-game in Zardine, so they do that instead, but I kinda suck at that, so it's artifacts for me.

Personally I find artifacts to be the fastest way to obtain exploration exp.

Go to longa desert, past the "Longa Desert" Writing on map you can find elves that give you 1,500 exploration exp per find. 1 of those at level 1 gives you all 5, go do cap quest come back and do it a gain and youll be at level 10 ish

By artifacts, do you mean just items that I can pick off statues I find with my L-rod?
I've seen the guy that collects artifacts while I was getting charge.

Do I just have to find them, or do I have to lead them all the way back to Filia?
I hated taking them back to Filia while I was doing my elf's beginner quests.

Artifacts come in boxes (Cor/Pantay), 2 artifacts come in boxes with guards that you have to kill first.
They also come from statues, you can pick 2 off of each statue and no guards spawn.
Elves have to be led back to Castanea. 2 seater mounts helps.

Also remember, if you go Cor exploring, bring weapons, there are millipedes that spawn, and sometimes a giant one will spawn. I was caught off gaurd by one.

This is assuming you have at least a few pets for artifact storing, right? I can't imagine one character's inventory lasting from level 5 - 10.

Bank works too. But it doesn't take long to level up from 1-5 from just finding the artifacts. Assuming that you only find them during the day, it will take 17 chests to get to level 5. Assuming that you only have a large gold pouch, that means you got room for 14 2x2 artifacts, so you should be able to store three 2x2 artifacts in your bank. And if you did it at night, you only need to find 14 chests, which is just the right amount of artifacts, assuming that they are all 2x2's. Now you'll probably find a good number of 2x1's and a couple of 1x1's, and more than likely, a few guarded chests, which means you get a few more artifacts, which should be able to fit in your bank. Luckily, Voight's also the banker.
I've gotten to level 10 exploration in less than an in game day, including finding the Snow Hedgehog. Of course, as I said, you could get unlucky and have Voight kill all of your artifacts, so you'll have to explore some more for them.

No need for pets, literally a few orbs and then some other 2x1's or 1x1's will get you from Exploration 5 - 10. Going from 5 - 10 is only about 3500 exp, and one orb is usually 600~700 exp, 2x1 Bone needles are like 400 ish, 1x1 things are like about 200~300 ish. Yea, one inventory completely full is more than enough (unless Voight goes SUPAH FERGHUS on you, then it's possible you'd be slightly short).
EDIT: ASdfjkalsdjflakds ARSIK YOU'RE SUCH A FREAKING POST NINJA T____T

I used to do:
lvl 1 - 10 -> lost elves. (1k exp ones = faster finds, 1.5k exp ones = slower but more exp. I find they balance out to be the same).
lvl 10+ artifacts
I never even got to 20 out of boredom though, so good luck.
