Considering they were a different color in the promo pic and that most of those weapons are already dyeable I'd guess so.

Since it's a minor finding in my eyes and The info on the Weapons is in here

Pack 838 includes the file that is responsible for SPECIAL UPGRADES and has the Cross Empire Weapons added to it

They are now R/S-Upgradeable in KR.
