  I already tried that before, hence why I said I haven't felt the difference even with 1500 int as reference.
  
  "Feels" aren't enough to prove something however and I don't have the time today to record myself casting bolts. Even if I did I assume the method Rydian is using to measure cast time is more accurate than what I would do.

  918 Int, I cast R1 Icebolt naked. 1 second flat. Int has no bonuses to bolt speed.
  
  I'll also note that the +12% casting speed on my Savage Lightning Wand from upgrades does not effect Icebolt, but does turn Lightning bolt from 1 into 0.88 seconds to cast.

  Speed upgrades on elemental wands yes. Not sure what else might be element locked other than CC. I don't have other speed upgraded things to test right now but generic upgrades seem to work on staves.
  
  -MP usage on my Hermit Staff works for Thunder, for example.
