  Elves have had 0.5 longer cooldown than humans for support shot long before this patch, so in that sense nothing changed.
  
  Both races just got -1 second to their CD so human is now 0.5 sec instead of 1.5 sec and elf is now 1 sec instead of 2 sec.

  The answer is yes. Given, the changes were pretty lackluster, but range was actually a pretty good class to use if you had enough stats and gears.

  No, I believe they both had same cool down at r1 before the archery patch.

  People were just pissed that they didn't make it same around the board (or the favor be for Elves and not Humans). Humans always had a slight edge in that regard (and most regards to be honest).

  IIRC they patched it prior. Now people are saying on Nexon Forums that it's a requirement.
