Effects are... exactly what they sound like. Some effects are handled automatically by the client. Others, the server tells the client to activate or render to produce some of the graphical and auditory aspects of the game. For example, there's an effect for fire arrows, revival, fireball, spawns, etc. that the server activates under appropriate conditions.
