Yes, you can still buy OLD versions of office. But they are trying to push people to getting the subscription based office and while it is currently only speculation may be getting rid of the one-time-purchase altogether.
Answering the question, [Office division head of comms Clint Patterson] added: "Like Adobe, we think subscription software-as-a-service is the future. The benefits to consumers are huge. Subscribers are always up-to-date. They get the latest and most complete applications. They can use subscriptions across the multitude of devices people use today."
So they have openly admitted to planning to make Office subscription only in the future, but are waiting a little while because people aren't used to it.

Osay already commented on the -unable to disable updates- thing. It is only set like that in the Home version, but to be fair most people outside of businesses are probably going to have the home version. Apparently if you change your networking settings to being on a metered network it will only download the "critical" updates instead of EVERY update, so I guess thats a small help as far as data use goes but it may still update things you don't want updated.
