Okay, so I know it sounds confusing, so here's what I meant.
In Mabinogi Times, there's a seperate section for discussion, where people will be arguing about current game metas, items, etc. I thought we could have a similar section under Mabinogi Talks section.

Not a bad idea, but I can only imagine how horrible the debates will turn out.
However, I do support this.
Not sure if it would end up being too popular though since it won't appeal much to newer players.
Also, do you mean a sub-forum in Mabinogi Talk? Or do you mean another section like The Data Mines?

In this discussion sub forum, I can think of two rules right now: 1. Minimum of 150 words. I don't want someone simply saying stuff like "Gunner is too strong, nerf please". Exactly what part do you think is strong and which part needs tweak?
2. No hostility, although this could be hard rule to follow for some.

The way I see it is most people already discuss this in the mabi talk section, and when they do, it usually leads to some form of rude replies,passive-aggressiveness, or "i'm better than you at X so go fuck yourself" attitudes... even though the forum as a whole doesn't condone hostility towards each other.

This... Or when someone stated their opinion, someone in certain guild get all offended and called their guild to come and attack the same person.
I think making threads to debate about something in general discussion are fine for now.

First page of the Mabinogi Talks section, I don't see many that has to do with the meta.

Okay, that was an exaggeration. All I wanted to say is that there are very few people interested in early/mid-game and/or casual playing for fun on this website. And there aren't many people in general either. With that said, I don't know if there would be enough conversation topics and willing participants to keep that new section going without hurting the old ones too much. But maybe I'm just paranoid as getting spread too thin was how this one website I had spent many years on died.

There are plenty people who would be interested in the game meta topic, including myself. I mean, you kind of said it yourself, the people who are drawn into the meta conversation are mostly people who have higher stats/damage and better understanding of the game, which you noted, excludes the "very few people". That being said, I'm pretty sure there would be enough topics to keep the section alive.

I think people already discuss what they want to discuss? if they wanna talk about an item they can just make a thread in mabinogi talk about said item.
I'd be far more interested in a "tips/reports" section or thread. Mabinogi times has one and it's all I visit that site for.
Basically people would just post random tips/info that they discovered without being as strict as the data mines section or as full blown as the guides section... like for example:
-New outfit came out, these are the dyeing options!
-New weapon/item came out, did you know that it can be enchanted with X enchant? now you do!
-If anyone is looking to rank __ skill I did it this ingenious way!
-New gacha/event has [insert interesting/unique/unlisted/overlooked item] be on the lookout!
-Here's how to spin cat marbles 1000x faster! (click X to exit while spinning)
-Here's what new event homestead dolls look like when planted!
-There is a bug when you do X thing on X new event, don't do that!
-I just got ___ enchant from this difficulty of this brand new mission!
-If you ticket nexon that your account is old and did not get free 5 character cards like post-new beginning accounts, you will receive 5 cards the following maintenance! (no longer valid as of 2 days ago, but if there was such a section I could have posted this tip and others beside me could have benefited as well).

I would say if you can find/create at least 5 threads that would fit in that section we may as well give it a try to see how it goes. Got to have some threads to start it off because an empty forum section isn't very inviting.
