So basically, a hazmat fire, which they tried to put out with water, because fire department wasnt informed of what was in there. Good job China.
Nobody knows what chemical started the fire by the time fire fighters came in. They can't just use chemical extinguisher because it might make things worse. If I was a fire fighter, chem extinguisher wouldn't be my first choice either.

Good firefighting operates on the principle of situational awareness, and knowing what was going on.
And also should be informed of anything that might prevent standard fire fighting procedure. like happening to store hazardous materials.
