Start with Phantom Hour Glass as that takes place prior to Spirit Tracks. As for where it saves too...good question. Was never sure what it saved to.

DS games always save to the cart. So its not going to matter which DS or 3DS you play the games on.

3DS is backwards compatible to DS games, although the aspect ratio will fuck up a little and the 3D won't work. But they do work.

my N3DS has broken screen its gonna look bad also i want to send it in for repair soon, just waiting for sister to get back from vacation so she can fill in credit card like details to pay for it

Phantom hourglass is a side-story sequel to Wind Waker. (kind of how Link's Awakening is a side-story sequel to ALTTP)
Spirit Tracks takes place in that same universe, but hundreds of years later after they have discovered and settled on a new continent.
So while order is not too important, I'd do it that way around, which is the same as their release order.

the game was pretty mediocre imo and after a few years passed I decided to watch a speed run and realized that you can literally skip half the content with abusable glitches...(like a lot of the Zelda games) ...
spirit track just doesn't seem interesting to me.
Hour glass > spirit track for me because hammering is fun and blowing at your ds in public or in front of anyone (whirlwind in spirit tracks) is just ridiculous. I hate that item [emoji14]
