That asides, how has it forgotten how to OS? Does it have any error message when it locks up or does it just plain not boot correctly? I'm actually quite curious.

It boots into a black screen with just a cursor after a few minutes it then turns to a blue screen and says getting windows ready it then stays there indefinitely

See if you can boot into safe mode, check for disks for bad sectors etc and if you can, use a restore point if you've got one.
If not and your drive is still good, just reinstall a new os.

Can't boot to safe mode and reset and keep files fails I'm not yet willing to try a full reset until I can turn the HDD into a secondary for my old PC so I can copy and paste a few things before I wipe it

Boot windows installer CD or USB and do a repair. If the basic repair fails you might still be able to do a more advanced one in command-line but you can find that out on google if it comes to that.

How do I rescue my documents
The HDD with corrupted OS is sata
My old PC is IDE
And I don't have a IDE to Sata converter cord thing and would take too long to arrive (being pressured to pay some one upwards of $100 to rescue documents and fix the PC for me even though I could probably do it my self for free)

i got my PC fixed
just had to wipe an 8gig USB and put unbuntu Unity on it to recover documents then had help making a windows 10 installation DVD
only took about 9 hours to do with trying multiple different approaches to getting a working installation while fighting the laptop was doing it on because of its broken hard drive and unresponciveness
