There is no known way of getting it, including on foreign servers.
It's one of those enchants that are implemented but not released.

There's nothing wrong with being that guy, just click report the thread and say "Move to xxx forums" instead of posting about it. (Don't worry the person won't get in trouble.)

Also if your question is minor such as where to find an item or learn a skill it is worth posting it in the small questions thread stickied in this section.
To those who posted here a report is always enough to alert us that something is up, no need to post about it in the thread. Just wanted to make sure that is clear for future!
On that note though thanks for letting us know. Reports are usually read on a daily basis.
