Anyone know if the excellent/inspiring performance rate reforges are a flat percent increase -- e.g. if you have 75% normal / 20% excellent / 5% inspiring, does a lvl 20 insp performance rate change it to 55% normal / 20% excellent / 25% inspiring or does it scale off the base rate... like 5% to 6% inspiring perf rate.

Also does anyone know the base rates for each?
