One thing that should be noted though: they didn't attempt to ban hentai as a whole, but depictions of sexual violence (like those ultra smutty rape games).

If it is aiming specifically at sexual violence then I really don't see a problem with this.
People have every right to look at porn / hentai or whatever they want but I do feel there should at least be a limit to how disturbing it gets.

That's the problem with any sort of banning of any form of media. It could be seen as a repression of freedoms especially if the material in question isn't directly harming another individual.
I can see pros and cons to both sides of the coin. If it was restricted to only violent acts I could see why it would be banned, however at the same time it is a very very slippery slope that could quickly get out of control.
