So Im definetly doing refining but than I looked into the things that can be made by blacksmithing and was like OMG VALENCIA (Dream Armor). Should I rank this up now or save for later? Total is around 550~ I was also wondering if I do traing refining and blacksmithing at the same time should I also train weaving?

if the only reason you're wanting to rank up smithing, for whatever reason, is to make a valencia, you're much better off buying one. you'll spend a LOT more training smithing than buying vals.

Blacksmithing is UNBELIEVABLY EXPENSIVE AND TIME CONSUMING.
You'd be spending A LOT less money buying 6/4 Val than you would be in ranking up smithing.

Oh no I didnt want to just rank blacksmithing to get a Val. I want to rank it to make other armor and weapons.
Hmm but If you guys say its exspensive maybe ill just wait until I get a good cash flow.

Considering that you haven't finished ranking Refine or Weaving, I'd recommend getting those out of the way FIRST before attempting blacksmithing. You'll also want to get your Production Mastery to R1 cause it helps boost your success per attempt by quite a bit.

If you don't have the skillfull title or even Ice Spear yet (assuming you can't afford it) you won't even make it past a few ranks.
I heard it takes over 10 million just to scrape to Rank A, it might even be higher since there's more competition now (at least on Ruairi).
If you want a Valencia, acquire the needed materials and request a blacksmith friend to make it for you.
You'd be able to buy enchants, weapons, and all that jazz with the money you didn't spend on Blacksmithing.

Meiya's Blacksmithing Guide?
There is no ranking it "naturally". You have to go out of your way and spend a lot of money to get the items you need to rank it.

You can rank it "naturally", if you collect Iron on your own. Mining, or rafting, it will take some work but its possible to rank it up this way. The first few ranks will take a couple of weeks. Then, you hunt common leather in math for the next couple of ranks. This will take a couple of months. But then you hit a problem, you can't really hunt for fine leathers. The amount you need and the amount you can obtain yourself is quite a gap ^^;.
Assuming your fine with slow progress, hunting for fine leather on your own to rank up will take a many months per rank. Don't forget that you need to split your time between gathering iron, and hunting for leathers. You'll also need to cut the leathers, so having a friend with high weaving or getting high weaving yourself is a necessity. Same with refining. Some gold will be required to buy the manuals, though this wont be a real problem in the beginning. But later, the manuals become quite pricey, and the majority of the items you make in the beginning are not desirable, and so are quite hard to sell.
So overall, its possible. But then of course it is, after all, all the blacksmiths started this way. Myself, I started blacksmithing as a poor newbie, back when rC was the blacksmithing cap. The economy was very small in G1, and so most of the materials had to be gathered alone. Total level less than 200, and 150k was a lot of money to me. But I made it to the rC cap anyway 8).

I assure you, by rank A you would've already spent twice the amount of money needed for a val set.
Invest into smithing when you have a good chunk of change and great friends (to beg! :D)
Oh and make sure you aren't a procrastinator! I have freaking no idea why I still do smithing tbh .-.
