yeh everything stays same size
with bigger screen you get more space to place stuff

like ive let a friend with way bigger screen then me log in my account and when i log in all my stuff way off screen so i have drag window about to drag it all abck to center

No, stop misleading if you don't understand technology. Physical size doesn't matter. Screen resolution is the only thing that does.

bigger screens can have way bigger screen resolutions to make things look normal sized not too tiny or big ?

It's possible to have a larger size with the same or smaller resolution.
Bigger and newer usually means higher resolutions are available, but it's definitely not set in stone.

Here's a 23 inch screen that supports a 3840x2160 resolution.

Both are the same physical size, but the first one would have things smaller (higher DPI/PPI) and thus show "more".
