The titles are awarded permanently once you obtained it. Re-ranking to R1 is good enough.
No matter how many times you reset your skills to rF, you will still be able to use the titles.
Depending on the usefulness of the title, unless the title is interesting enough to keep in your list, else I would suggest you to reset some of the skills and utilize the AP for your current demand.

If you have the master title, you can use it after re-ranking to r1. If you don't have it, all of your progress towards it will be lost.
You cannot use a master title with rank F. It grays out until you get back to r1, but then is enabled without needing to re-earn it.
