1. It basically is, because of the stats and utility the skill provides. If you think the skill is obnoxious, I don't know what to tell you, there are many more skills that are far worse and the training for Windmill has been easier and easier.

3. For beginners, right now, doing Dragon Boat and selling off all the junk you get is the way to go in my opinion.

You go to Tir Chonail Graveyard, lure spiders with rock throwing and put yourself against the wall. As they attack you, when you get knocked down, you use Windmill.

What Rank is the lowest that I can stop? Does it have to be Rank 1 or can I cap it a little sooner than that? I have read some guides that say A or 5 is good depending on what you choose? Also, Do Bard skills (music) add to your characters CP?

You either rank the skills to 1 (or to whatever the maximum rank is) or don't. The same for Windmill.

These days it's much easier to fulfil CP-related requirements. Unless you want to rush your way to endgame, don't feel particularly obliged to to train your skills in any set order. If you want to rank something you'll get there eventually. Just sit back and enjoy the ride.

I managed to grind it out to Rank 7, I suppose that is good enough for me right now, I want to have fun not a chore LOL. I read something in a few guides saying to use a WM training potion, what is that? Thank you both for all the help :)

It's a potion that you can use to fulfill training right away, but unless you see one for ridiculously cheap price, don't bother. Windmill is not a skill worth using potions on.
