Convoy Mission?

I've never done this event before and I'm following the times but I never see the Convoy show up? I don't see any other players leaving either. I'm near the mana tunnel am I in the wrong place?

This event is currently not functioning properly.

It appears that they're aware of this now and are investigating the issue.
