Just read through the whole thing myself, out of curiosity.
You are required to give accurate information about yourself. You can do so with multiple accounts, giving the same information about yourself... so you don't run into any problems there. As long as you own the different email addresses you use for each account, you're still following the rules.
Nowhere in the entire document does it state in any way shape or form that you can only make one account. The only thing that comes even remotely close, is saying that you're not allowed to let other people use your accounts, except for one of your minor children/wards (which just means you can't let multiple of your kids use the same account, you'd have to make different accounts for each of them). And when you think about it... this provision specifically allows you to create multiple accounts. As long as no one else (except your kid(s) use them.
So to answer the OP, yes. Perfectly legit.

Pets and additional characters are all accessible from the same account login. Pets in particular are readily accessible just about anywhere (except rafting/ballooning/certain dungeons) as long as they have summon time left. Additional characters can be quickly logged onto and items can be transferred between them easily with pets, or with service the bank.
A mule character on a separate account is far less convenient in terms of accessing and transferring items. The mailbox costs gold for most items, and is limited to 10 items for the most part (just try transferring 100 stacks of cobwebs through the mail, and tell me it's convenient). In order to retrieve items, or send more than 10 items you have to log out of one account completely and log into another (which may interfere with things like dungeons or shops you might have open).
Further, it is not against the eula in any way to create an account, never level your character(s) on that account, and enjoy free service forever. There are no requirements that you log in any specific amount of time, or that you log in a certain number of times per day/week/month/year/whatever. And there is nothing against the rules about recieving items in the mail or sending items in the mail to or from anyone. Even other accounts you may have.
