I think they stay the same. Since it's been the same on Tarlach for 5 week. I doubt they found it 5 week in a rows.

Discover Upgrades for Cylinders Like Seal Stones, that upgrade will have your name on it e.g. Astro's Water Pressure Upgrade 1. (Discovering is completely random, the person in KR discovered Water Pressure Upgrade 1 was using Earth type cylinder and using the Summon Golem Skill).

Since it says it's like a Seal Stone, I assume it can discovered once.

Yup.
I just remember reading Yogurt say they were discoverable every week and since he's had G11 for some time now, I assumed he was correct.

The upgrades I've seen have the same names for the past 3 weeks.
So I doubt it's temporary for NA.
