Yep. Fails are a pain to do if your percentage is 99%.

Might be useful for Handicrafting too, but yeah. Mostly for refining.
Even at 0 dex you'll end up seeing 99% at higher ranks. Which is a huge pain in the ass when a few hundred "fails" are required to rank the skill.

so, lower the dex, higher the chance of success in refine?

no no.
Lower the dex, the lower the chance of success.
And for some reason, in the skill training requirements, you need to fail to rank the skill.
So you want to have the lowest success rate possible.

No, the lower the chance.
Fails are required to rank refine.

No, when you subtract dex, your success rate goes down. For some ranks you HAVE to fail, so the lower your dex (lower your success rate) the easier this is. This is important, because if you succeed when you dont want to, you waste ore.
edit: LOL we all responded!

i used scarecrow for handi too yay.
especially for the items with a higher success rate.
fails also help handi training.
both handi and refining are pretty good to raise your dex honey~ you should do it NOW. ESPECIALLY refine.

I guess I will start from now on, refine sounded boring for me but seems nice now.

It gives a nice amount of dex... but it can be a pain though.

Gives decent AP/DEX, but it's best to max everything now just because you're gonna flip a **** later on anyway.

I did refining with 0 dex and I still wanted to punch someone multiple times when it came to rank 2.

Refine is boring but it's an AP efficient method of obtaining (36) dexterity. The materials required to reach r1 should come out to around two million gold. Compare to Blacksmithing which will provide even less dexterity at over 600 million gold.
