Gnolls, Veteran Gnolls, Gnoll archers (lower drop rate), Wisp type bosses (semi rare), Gnoll type bosses (mainly the early ones), Kobolds (though they drop their own version more), big green Kobolds (veteran ones?) all drop cloth.
Close enough to full list I think.

If you can solo Revenge, you can get 2 cloths per run, but the exp and gold you get+the cloths adds up to something :D
