Considering how the masteries increases stats by 163, I'd say it'd make a big difference even if you're at the same level. True, AP-wise you won't be as far as you could be, you'll still have the same gear and level as the others starting out on Oct 6th.
IMO, vindictus isnt about levels. Levels only unlock skills and and equipment options. A stronger character is based on your personal skill in controlling your character as well as skill ranks ( of um, regular skills).

Besides, a lv 10 who knows how to dodge/block and chain hits will do much better at chieftain boss than a lv 70 with same armor/skills who just fails at dodging.
1. At level 70 you'd raep it pretty damn fast.
2. You probably wouldn't make it to level 70 if you were that dumb.
Its true that vindictus is an action game and skills play a large role in your success, but its not much different from Mabinogi in that regard.
Your character control and skill usage will have a huge impact, but lets face it. Your damage output is going to be vastly superior when your level is higher.
Wait, stats go up everytime you level? O_O
I never really noticed any increase in attack when i leveled >.>

Considering my starting Lann had 50STR, and my lv24 (Pre-STR Mastery) Lann had 290... yeah, I'd say it does.
As for the lv10/lv70 against chieftain thing, just no. A lv70 would just stun it and then use 3690 Hurricane. A lv10 would weave in and out between attacks, do low damage, and probably get pummeled once or twice.
While yes, skill as a player is infinitely greater than character level, it still makes a massive difference.

AP > Gear > Skill > Level.
