Spears Liberate Buff

For some reason every time they use "Liberate" Crit & Dmg buff in these videos their Stamina instant refills to full, how come? At one point in the polar bear video, the Lann was 0 stamina and doing the tired emote, he instantly uses Liberate buff and his bar is full again and starts running.
When their not using it and just stand still or walk it doesn't fill up this fast so it's not Combat Breathing or Stamina Mastery, how are they doing this? Because no where in the skills description does it mention it refilling stamina.

watch the stamina bars and look for the buff to happen

You can't, but 3960 is a lot better than Needles.
