For some battles, I finished all the oaths of honor and the meter isn't filled up. Is this supposed to happen or am I doing something wrong?

you have to finish all of the challenges also (like, kill bryliane with spear in chieften battle)

They're called bonus missions, and you can see them by clicking the tab 'Battle points' after clicking on a battle quest. Sometimes you might have to do all of them.
