Are you allied to the elves? Holding the special l-rod in your inventory and talking to Hagel should automatically prompt him to ask you whether or not you want the modification.

Yes i am allied, i've never had a problem with it until now.
Even selling the lrod and getting a new one on a different real day doesn't help...
