  The difference is too great to consider putting them on the same tier. Thus it wouldn't be balanced.

  FYI, the transformation pets receive 20% of your transformation bonus. That amounts to 130 health and 26 damage for the paladin dogs.

  • Has to be 3 of similar, possibly domestic species. Though given the animal nature of the Elf & Giant trans, wild species could work.
    
  • Their transformed states would possibly feature resembles of a stage of trans rank. This is evident with the DRK cats (Bengal = Chaos Knight, Bombay = Dark Knight, Siamese = Black Knight.). I don't see it so much in the PLD dogs if there is any.
    
  • Unlike previous posts, they will never be mounts for balance reasons and only have the transformation as its special ability.
    

  
  
  For Falcon, it'll be a bird of prey, but not its namesake since a pet of that already exists. The next closest thing that's not too obscure would be hawks. My guess of the three would be:
  

  
  
  • Hawk (Possibly have that generic name in the game. For what certain species it'll be, I hope it'd be a Red-tailed Hawk. *Insert Animorphs joke here.*)
    
  • Kestrel (Closest relative to the falcon.)
    
  • Goshawk (To fill in the "true hawk" role.)
    

  
  The looks of their transformed state would be more like the PLD dogs with no big similarity of the player's transform ranks. All of them would be covered in light purple feathers with one other color, and maybe a a jewelry trinket here or there.
  
  For Beast, the name makes what animal it is very vague, but for the trans, it seems to be a yeti. (Notable in Beast Lord.) Upon looking it up on wiki, the animal mentioned the most is the bear. My guesses:

  The looks of their transformed state would resemble as follows: Spectabled Bear = Iron Beast, Kodiak Bear = Savage Beast, Kermode Bear = Beast Slugger. Combat skills will probably be lower than the other bear pets to balance with the other trans pets, and size would be around that of the panda.
  
  I guess a good time for the Falcon & Beast trans pets to appear in the game if they ever do would be that proposed "Iria Renewal" for G5 & G6. Makes the most sense to me.
