If this pointless arguing is going to keep going on, which isn't preferable, it would be smart to get back on topic rather than repeatedly trying to prove me wrong and actually give this guy some more advice.
In addition to what I said earlier, I'd like to add on. Don't rank Windmill first, since that will probably leave you with a hard time. As an elf, your melee attacks pretty much start weak, so you would need to rank Combat Mastery to support Windmill damage which can be done later. Besides, if you really need Windmill in your build it can be achieved later on if you can get your hands on -CP equipment.
Of course it is still a good idea to start ranking Refine first. Elves get dex extremely quickly. Hell, my elf doesn't have any major dex related skills besides Rank 1 Production Mastery and it has around 100 base dex at level 1. As soon as you complete your refine training, immediately attempt rank 1 Production Mastery or Handicraft. Handicraft since if you have high rank Production Mastery it will make some ranks harder to complete and Production Mastery since it will give you a huge boost to your Stamina Pool and make ranking other life skills easy.
As for other skills, Ranged Attack and Magnum Shot first before other Ranged Skills. Ranged Attack just adds on to your damage and Magnum Shot makes you a One-Hit Kill Machine. Final Shot, Mirage Missile, and Crash Shot can wait because they aren't mandatory skills to use in combat, and the bare necessity that you would require is mainly Ranged Attack and Magnum Shot.
Once you get transformation skills, you should rank your Fury of Connous first. It increases your damage and stamina, and that's always a plus. You're free to stop at rank 2 if you prefer to keep looks or rank 1 if you really want that little bit of extra boosts. After that immediately rank up your Sharpness of Connous. That adds on to your Dex, Balance, and Critical Rate in Transformation. The rest is up to you really.
