You don't need to go for a low HP build, but Thief spam will lower your health to such an extent that you will have better chances of survival by lowering your HP further and using such a build. There are certainly many alternatives to gain significant crit without spamming Thief, but they can be more expensive.
The first step should be choosing the right bow and capping your crit to the mobs you will be fighting. I'd recommend a stiff/lizard 144 or 153 Long Bow for decent damage and critical if you can already reach 80% balance with them... if you need a bit more crit still, a stiff/lizard Composite Bow will do well but the loss of range and stun over a long bow is not optimal for elf range. A very good alternative to Composite Bows is the 124 Elven Long Bow, but its damage is a little lackluster.
As for the rest of your equips, Fearless/Thief spam works well but the HP loss will make you very fragile if you're not planning to go the low HP route, and will take away valuable slots that could be used for +dmg enchants.
You can also add in some damage enchants if you reach your desired critical rate, I personally used the following equipment set for quite some time and I could easily reach upwards of 90% crit:
Headgear: Stiff Thief Tail Cap
Accessories: Light Thief x2
Clothes: Victorious Thief
Gloves/Shoes: Sacrificial Thief
Weapon: 153 or 144 Stiff Thief/Energetic Long Bow
After you've advanced enough in the game and can grind for better enchants, I'd recommend working towards something along the lines of my current equipment set:
Headgear: Round Delusional Tork's Merchant Cap
Accessories: Light Lilly x2
Clothing: Victorious/Extraordinary White Horse
Glove: Wooden Needle Dignified Wooden Plate Cannon
Boots: Diamond Raven Long Greave Boots
Weapon: Stiff Palm Tree 153 Long Bow
You should be able to reach 110% crit for the above as well as have some decent damage, but it might be very expensive and will take some effort.
