You? With an 1 HP build? You'd still die because you never use pots. >_> Use Thief Enchants or anything that drops HP.
As for building up int, not much enchants do so and it's still pretty easy to build up. Raise the other bolt skills, such as Icebolt or Firebolt. Musical Knowledge and Composition gives tons of int if you rank them, and all you need to do is buy books for them and rank them up with AP. MP enchants are a nice boost, considering how much you complain to me about not using it because it kills your MP.

1 HP build...ehhh, I think you generally wanna have around 10-20 so you can use WM without going auto-deadly.
Speaking of which, to be a broken record you may want to rank up WM if you don't have it. It's (unfortunately, IMO) extremely useful, to the point where you're only making life more difficult if you don't have it.
As for enchants, you can continue with water drop but since lightning is the other half of your ranged offense for now, you may want to look into some MP-boosting enchants. Wisp is effective and relatively cheap, but it takes up your water drop suffix slots. If you're up to it, get Alchemy Mastery to rank B and try going for Royal Alchemist. Some of the enchants you gain access to can be useful.
As a final note...this is in the wrong section I think!

I'd go full waterdrop on all equipment, including two accessories.
For your cylinder you can either go Moist Water drop (very expensive), Moist Caliburn (not as expensive but still effective with crit), or stiff water drop (these are easily found in Shadow Cast City). Hat can use stiff as well. You can get a stiff round shield from Shadow Cast City rarely. So far that's already a possible +30 crit (awesome no?). For everything else you can try to buy fearless burnables (+4 crit; -5hp,mp and stam) as your prefix for everything else. I think that's well enough for someone starting out.

just wondering, wouldn't color enchant work very well too once i get my alch mastery to b as it gives +4 max and +3 min o-O or would crit still be a more useful addition?

Critical is always very useful, especially for water cannon. Though now that I think about it. Is your critical hit still rF? Also, as mentioned above, work on windmill too.
Should try to make your skill training like this for now.
Windmill
Alchemy Mastery
Critical Hit
Chain Cylinder
For the later two you just rank them whenever possible while working on the two above.

If your picky about enchants on a Cylinder; and you still want crit; Get either a Neid Cylinder; or a Normal one; Neid Cylinders have almost twice as much dura as regular ones; and have 3% more crit; however -12% Balance; but doing complete crit upgrades makes it 28% Crit; aswell as putting Lizard and Energetic on the cylinder; provided your under the age bracket; to gain 50+ Stamina aswell as 10% Crit; Lizards perfect because alchemy doesnt deal wounds; period.

Wouldn't that then be placed in the Questions and help section? Since he is asking a question in seek of help or does this overlap with Mabinogi Talk?

Though it has nothing to do with enchants, you might want to invest in production mastery/magic mastery. =(

Unless you plan on branching into Flame Burst, get that Critical rate up with enchants. Stiff Thief Tail Cap might be better than Stiff Water Drop Tail Cap for Critical and if you need -HP. Sacrificial instead of Maltreat since you're not worrying about Combat Mastery. I prefer Polished enchant better than Fearless, because -MP and -SP is only ever going to stack up. But Fearless is a good choice if you struggle to get to lvl 42. If you're diligent enough to get Cooking to rank A, you can take advantage of Virtuous prefix enchant for shoes, which gives +7% Critical. For MP, Will o' Wisp is a cheap +MP enchant, but you'll have to decide between +MP, Water Drop enchant, or Thief enchant (for Luck/-HP).
You're not going to need Dex, so either Stiff or Lizard will work fine with a Cylinder. Stiff Water Drop Water Cylinder is an end chest reward of "Shadow Cast City" Shadow Mission, which is self-sufficient for your lower-rank monsters. Moist Water Drop Water Cylinder will be a good damage dealer, but for Critical, Stiff Caliburn is an alternative.

This is what I plan to have for a Water cannon shooting set:
Title : Royal Alchemist -- +15 water damage
Body: Soggy -- +27 water damage (not going to overwrite the Academic)
Feet: Flooded -- +12 water damage
Accessories: Water Drop (x2)-- +5 water damage (x2) +8 Transparent (2x)
Head: Water drop-- +5 water damage; Stiff-- +10% crit
Hands: Water drop-- +5 water damage
Cylinder: Moist Water Drop Water Cylinder w/upgrades -- +27 (at r1 WC) + 5 + 7 (current upgrades on Mari), 15% water damage
Shield: Water drop-- +5 water damage; Stiff -- +10% crit
+134 water damage, 15% water damage, +20% crit
(I still have one enchant to decide for the gloves.)
I also have a stiff water drop water cylinder I plan on upgrading for critical (+30 Critical total)
+100 water damage, 15% water damage, +50% crit
