I doubt it. Infact, from what I hear, Mabinogi NA is actually pretty stable in terms of population (we really have a lot of people), but the problem is that for the past 2 months, we hadn't gotten any surge of new players, so Nexon is probably worried on how to pull more people in. Even if you have a currently large crowd size, people will eventually leave the game (school, studies, life, other mmos, etc. reasons) and without new blood, it won't attract much people.
Anyways the a lot of the English player population tend to see Mabinogi as a "turn off" game. With its anime-estique graphics (for some reason graphics determine a lot by other players), it seems carefree. With its "fantasy life" most people see it as nothing more than a 3d chat world based game.
So by naming it Mabinogi Heroes, people will most likely reflect it to Mabinogi in terms of looks and gameplay. By renaming it, it becomes its own standalone game with a fresh start.
Of course take my post with a tab of salt. Since I'm sure there's many differing opinions on why they renamed it, but that's what I've been seeing.
