I can't speak for Fragmentation, and I always thought the "Cylinder imbued with properties" mean Attribute (For the last time, it is not Elemental; that is strictly a Magic term) Cylinders being released (Water, Fire, Wind, and Clay Cylinders).
Last I checked, Fire, Water, Wind, and Earth are "elements". Read the description of the respective cylinder types if you need proof of that.

Whether you call them elements or attributes, it doesn't really matter; all you need to remember is that they don't work like the elements of magic -- they don't have some kind of rock-paper-scissors cycle.
Problem: How can they remove the R6 cap on Alchemy Mastery when it doesn't have a R6 cap? It's capped at R9. <_<
The magic damage "rebalance" is debatably already here. It's nothing to be excited about anyway, because according to TW sources the new formula is or will be:
[(Base damage) + (Int bonus)] * 1.1 = Total damage
