I could easily derank Water Cannon really. I have the NX to do it. I think it would be more useful o-o

Just do whatever you like, honestly.
Ignoring maintenance cost, I find Alchemy to be more spammable than Magic in terms of basics. Intermediate Magic takes the cake for high dmg, while bolt magic is good for any situation where you need a quick long range attack with no frills attached.

From what I can gather, It's an early mage build with some alchemy.

Go alchemy at early ranks. Unless you can afford unlimited mp elixers. Plus for multi aggro you can use high rank golem and barrier spikes and never worry about wm ever again.

Firebolt works for almost every situation I'm in.
The downside is the intense CP increase, but you'll get over that by training at lions.
Windmill, I could care less about. It's a decent skill for countering, but the only skill you can use is pretty much defence during the animation.
There's 0 time to load ANY alchemy/magic skills, which I suppose is what you're going for.
It's good enough that you have R9 wm for the decrease in time, and I think that's pretty much you NEED
If you don't want to be one of those people who just spam water cannon all day, I suggest you get R9 Ice, or R5 Lightning, so you can stun, switch weapons, prepare wm, and start meleeing
This is only good for dual aggro/single aggro.
For multi-aggro, I reccomend that you get a decent damage range with melee, and N+wm like hell.
