I know Nexon is very unlikely to look at such forums - or if they do, they look at it selectively. However, I'm going to give another go at raising awareness about this.
Even though the glitch to do it is patched a long time ago (you can no longer make the return coupon on glitched area when you enter the raft), people have been circulating return coupons, which nobody can really stop them from doing. Some people use the hobgoblins for training purposes, which isn't really necessary now with different difficulties of shadow missions offering new monsters with varying CPs to train skills on.
What I want to talk about are the people who deliberately glitch to gain levels quickly.
Thunder with rafting glitch allows someone to reach level 70 easily in 2 hours. With mana as a cost to pay.
The situation has taken an unexpected turn with new skills introduced into the game. Skills I'm talking about are Flame Burst, Water Cannon (Alchemy with aid of chain cylinder), Crash Shot. People use Tower Cylinders and install them and then spam bot the warrior hobgoblins. Crash shot is excellent for rafting, and I like it as much as I like Thunder for rafting purposes, but people are taking the easy way out and misusing it at the glitch areas for training. With these skills, mana is no longer an issue when it comes to glitching those areas. Stamina pots are cheap, and crystals are much cheaper than mana potions.
If you think that they don't break the game in any way, think again. You might think that this is a costly way to train, but there exist ways to compensate the loss. There is a way to glitch to the river banks, meaning that they can get gold and drops to sell as burnables for profits.
The bigger issue is with the disruption of mini-game to players who are playing the game the way it should be played. Loss of area for hobgoblins means loss of stars. Even with the people who have the courtesy to stop for the rafters, it's often difficult to time properly. With a whole other bunch of people who don't care about others, they just keep thundering/blasting/shooting non-stop. If one player sees a whole bunch of players doing this, they usually think the entire idea is ok. The herd mentality. I'm extremely hesistant of bringing a new player to this area because usually he/she will think that this is ok to do in future when he wants to level, and not understand the game for everything that it has.
My proposed solution from a while back is really to take away the gold and the item drops from the hobgoblins. Especially item drops. People who raft the normal way have absolutely no chance at getting gold/drops from those hobgoblins anyway. Otherwise nerf exp and compensate at rafting stops, because the rate of leveling is seriously broken without all those intermissions. As well as the fact that they are never supposed to be there.
If they have the means to fix the issue of the ego changing rewards glitch, which were never supposed to be there, why not fix this too? It's absurd. I wonder when the hell they are going to start admitting that this is a problem and finally boot out those glitchers for good from an area they are never supposed to be at. It's been long overdue.

Obviously we need some kind of "law" enforcement in Mabi but we lack of GM's or people given the power to ban/send warnings to glitchers. I will confess this is something that annoys me very much when I go rafting simply because they take all my kills >_>
I just learned to cope with it, people will always find a way to glitch or break the rules when they can and there's not much to we can do other than cc.

If it was any other company but Nexon you would not be asking for a nerf. You would be asking for a permaban for all abusers of this glitch. But Nexon...?
How about making river mobs give no EXP, but for every star you get you get extra EXP when you turn in your stars? EXP would be appended to each of the choices.

Bans never work for Nexon games. It harms their profits.
The only enforcement that has an effect is for the developers to fix the problem right at the root. There can be 1000 ways to glitch into an area but if there is no underlying motivation to go into that area then people will stop going there and disrupting other people.
It's like how people can glitch out of the Iria fishing boat into the water. The only motivation is to just look cool, but they are harmless. They affect no one and I can still fish with minimal disruptions.
The main problem is the lucrative exp from hobgoblins complicated by the existence of x2 exp potions to ensure a steady stream of exp flowing.
I suggested a solution along that too a very long time back (exp compensation at rafting stops and 0 mob exp/items just like Dorren's request) but nobody who can do anything to change things seems to be picking up on it. When will Nexon learn?

Here in NA, these type of glitchers generally place themselves at the very last spawn before raft end and spam thunder/ranged. I don't really mind, since most of the time they just take a break whenever they see you coming and don't actively get in your way... It's unfair, sure, but there are better legitimate ways to level if you were to use the same cash shop items as them. It just makes them look incompetent.
The real big issue is when they manage to glitch into land... Thanks to the Double Rainbow event, you can't even get a single star when people manage to get onto the mountains and abuse the golem range glitch to wm spam every single hobgoblin in the area with their stone golems. Since they think they're so well hidden (despite being easily spotted and often having party ads above their heads), they don't even bother to stop when they see a rafter and just keep wm'ing every hobgoblin in sight.

But the efficiency at rafting is undisputed when you are below total level 1000.

That is true, although strangely, in my server, all the people I've ever encountered using this particular glitch are well over 1000 total levels. I guess this is because they fixed the old method of glitching there, which was far more accessible to anyone who cared to try it.

That never stopped anyone from glitching river. They spam IS/Thunder as well.
In NA, it is usually the same few people doing it over and over though.

As seen with the G13 class system revamp, developers don't care about the game either. They only care about what players like, and unfortunately players like easy mode.

This. I gave up on rafting on the first weekend because guess what was on every shore luring every mob away....
