The way you're looking at it is, you're thinking Magic and Alchemy tabs are combat tabs (because there's no "non-offensive" Ranged skills).
You have to think about why Enchant is in the Magic tab and why those Alchemy "Life" skills are in that tab. Magic/Alchemy tab are just that, not "Combat Magic/Alchemy" tab.

You have to go into the Computer's BIOS and there should be something in there about Fn keys.
Enter the system BIOS, disable the Action Key Mode, and the F Keys should work without clicking Fn. This will make clicking Fn then F key do the multimedia crap.
I did the same thing for my laptop.

Theres alot of guides online if you can find them. Its a pretty common question. Getting on your BIOS depends on your computer. But its basically the click a F key on start up. Which one again depends on your computer.

I don't necessarily agree or disagree with the separation proposal. I just think it'd be mostly unnecessary.
However, my hotkeys are cluttered enough that I actually have to use a small part of the all tab for the rest (mainly just for support shot and evasion, though).
